What is the actual maximum number of versions?

Important: App Engine has a limit of 10 deployed versions per application. If you try to deploy an 11th version you'll get an error: "Too Many Versions (403)." You can use the Cloud Platform Console to delete an older version and then upload your latest code.

Whereas if you look at

It says that the maximum versions for a free app is 15, and 120 for a paid app. 

Both documentation pages say: "Last updated April 27, 2016."

So which is it?

The limit is 15 versions for a free app and 120 for a paid app. Looks like the other document needs updating, I'll look into that.

I am having the same issue for deploying new version of my nodejs app on GAE . Things went smooth upto 25th version of the app but while deploying the next version it keep showing updating service status for past 1 hour.

Since i read only 20 versions are allowed on free app, thus I deleted all other previous versions other than the current version(because it's necessary). But still i am not able to update my app .

Any suggestion would be helpful

Your issue seems different from this thread's initial one. It is worthwhile treating it as a new issue, that depends on your project's situation and setup. Addressing it might require your project number, and other private details, that are only protected if you open a similar issue in the Public Issue Tracker. You should provide as much detail as possible on the erroneous behavior you noticed, when it started, if associated with other aspects, what you have tried as remedy, how do you try to update your app exactly, all step-by-step and in significant detail. In the Public Issue Tracker, your problem will get examined, assessed, and fixed in accordance with its impact, effects and eventual correlated errors.
