Google Course Builder with windows 10

Is it possible to use google course builder with windows 10? I have downloaded python2.7 and google course builder. I also started a google cloud project. But after following all directions listed here! I get an x code error.

Is there a way to run course builder on windows 10? Do I need a Virtual Machine? I activated Compute Engine and this didn't seem to fix me either. Suggestions are appreciated!
