The platform did experience a brief issue with load balances and App Engine flexible deployments.  This is mentioned in the Status Dashboard in a note at the bottom.  As mentioned in the note:

The issue with errors when trying to change existing or creating new load balancers and App Engine Flex deployments has been resolved for all affected users as of 5:25 US/Pacific. We will conduct an internal investigation of this issue and make appropriate improvements to our systems to help prevent or minimize future recurrence.

As mentioned, this should now be resolved.  If you are still experiencing this issue or others that appear to be platform-related, please file a new issue on the Issue Tracker under the appropriate component.  Be sure to include debug logs (like you've provided above), app.yaml/appengine-web.xml configurations as well as any other information that may help diagnose and resolve the issue.

Keep in mind that Groups threads are better suited for general discussions, questions of architecture and other best practices.
