Standard Storage US Multi-region charge

I recently (middle of May) switched from Python 2.7 environment with webapp2 to Python 3 with flask.  I switched from using old ndb to the new ndb.  I am using Standard (not Flex)  This application has very limited use and I thought was limited to a single region.

At the end of the May the following was added to my bill:

Cloud Storage

0D5D-6E23-4250

0.33 gibibyte month

I'm wondering why I have 'multi-region' anything. I thought I was set up for a single region.  I never got billed for anything using Python 2.7 and webapp2 with old ndb. This application is ridiculously small with limited use.  I can't imagine it would ever go over any free tier if configured properly unless Google has made it harder to host such apps (which is certainly in there right).  

So:

1. Is multi-region just something I have to live with using Python 3 and ndb?  
2. If I delete the bucket will it come back and continue to get charged for it?
3. Is there something I can do to minimize this charge?

Hi,

It is possible that you have simply exceeded the 5 GB limitation on Standard Regional Storage allotted to the Free Tier. [1] and [2]. That is probably why you are only receiving the bill for cloudstorage.

You are billed for Cloud Storage on a per bucket basis. So, if you delete the bucket, you should not be receiving any bills

My project is like 200KB. You should be able to tell me if I ever went over 5GB and how.  You should also be able to explain to me why if I specifically chose a 'non-multi region' when you prompted me to choose, you are now creating multi-region artifacts every time I upload a new version.   You gave me a choice 

- single region (lower SLA but has always free level)

- multi region (higher SLA but higher cost).

I chose single region.  And you still create multi region artifacts which cost money. WHY!
