Google Course Builder Error

I am trying to set up Google Course Builder on my Mac using the directions on this page https://edu.google.com/openonline/course-builder/docs/1.11/set-up-course-builder/deploy-your-app.html.

I ran this command bash ./scripts/deploy.sh <your_project_id>

 and I got this error

 Failed at the phan...@1.9.8 install script 'node install.js'.

npm ERR! This is most likely a problem with the phantomjs package,

npm ERR! not with npm itself.

npm ERR! Tell the author that this fails on your system:

npm ERR!     node install.js

npm ERR! You can get their info via:

npm ERR!     npm owner ls phantomjs

npm ERR! There is likely additional logging output above.


npm ERR! Please include the following file with any support request:

npm ERR!     /Users/randee/coursebuilder_resources_1_11_001/runtime/node/npm-debug.log


I am attaching the file it says to include.


I tried the next suggested command xcode-select --install


and got this


 error: command line tools are already installed, use "Software Update" to install updates


I tried xcodebuild -license


and got 


error: tool 'xcodebuild' requires Xcode, but active developer directory '/Library/Developer/CommandLineTools' is a command line tools instance


I have no idea what to do. Can someone please advise me?
