Thank you for your post.
According to this document during your free trial you may not use GCP to engage on mining cryptocurrency. It does not mention further restrictions. Therefore mining should be fine as long as your project is not in trial and you have a valid payment method.
You can visit the ToS on this link. I would strongly suggest contacting the Sales team or a better option the Cloud Abuse team who might provide a better insight. You can use this form.

As Carlos said, only the mining of cryptocurrency has restrictions placed on it by our Terms of Service, so I don't immediately see an issue with building a cryptocurrency marketplace. The Cloud Abuse team has the final say in this, though.
