 You're probably better off posting this question in the GCE Google Group: https://groups.google.com/forum/#!forum/gce-discussion

But as the page you posted shows, you don't need safe_format_and_mount - you can use the standard mount tools available in Linux to manage your disks. The script simplifies disk management, but isn't required. If you must have the script, you can pull it from https://github.com/GoogleCloudPlatform/compute-image-packages/tree/master/google-startup-scripts
