Definitly looks like the Free Quota is in place...

Where exactly are you starting?

Try the 'View my console' here...

I read some blogs that said how the blogger created a simple small web site for free using Google App Engine's free quota. I tried to read the documentation of Google App Engine, and it did mention something about free quota. But the confusing thing is, it only has "Free Trial" button.

When I clicked the Free Trial, I was required to enter credit card details, and on the right the help message says I have to upgrade (to paid service) to keep using it when the trial ends. What about the free quota? If I only want to use free quota, should I pay anything?
