Can't file bugs to issue tracker

I fear this might be a dumb question, but I am not able to report issues to the issue tracker at issuetracker.google.com.
I select a component (e.g. Public Trackers > Cloud Platform > Compute > App Engine > Flexible), write down the issue, click create, and get a message on top of the page saying:

Error: The following field(s) have invalid values: must be a comma separated list of issue IDs

I have no idea why and where should I put a list of issue IDs. And I can't report this issue through the official tracker because, you know.
Is there something wrong on my side?

It is happenging to me as well. Glad I'm not the only one
At first I thought about an issue with my browser, but you have the same error.

Error: The following field(s) have invalid values: must be a comma separated list of issue IDs

Chrome with Windows 10, I'm trying to open a new issue on [Public Trackers > Cloud Platform > Developer Tools > Cloud SDK]

Reproduction fails in the exact situation you described. More detail is needed: browser, OS, whatever you may think of relevance in this context.

I am still getting this today... OS X 10.10.5, Safari 9.0.3 (10601.4.4). Console has some warnings

Unexpected CSS token: :

And lots of errors like

Unrecognized Content-Security-Policy directive 'base-uri'.
The source list for Content Security Policy directive 'script-src' contains an invalid source: ''strict-dynamic''. It will be ignored.
The source list for Content Security Policy directive 'script-src' contains an invalid source: ''nonce-<token here>'. It will be ignored.

Same for me:

Windows 7 Pro SP1

Firefox 53.0.3 (32-bit)
Chrome 64-bit 58.0.1029.110

Component: Public Trackers > Cloud Platform > Developer Tools > Cloud SDK

Same error in both browsers.

Hey George, this doesn't reproduce if you use your @google.com account, but I was just able to reproduce with my @gmail.com account. I don't yet know if the difference is because of @google.com accounts or because we have extra ACLs beyond the public.

I'm reaching out to the Buganizer/IssueTracker team now.

Jesse - to the best of your knowledge, should this be fixed for all components in Issue Tracker now (as opposed to just the Cloud Platform stuff)? 

I'm seeing the same issue on Public Trackers > G Suite Developers > Gmail ..

I was able to fix the GCP components with a config change -- setting default values for a couple of fields in the tickets. Shortly after that a "proper" fix to the IssueTracker system was rolled out; this would have affected all trackers.
