How do you connect to Cloud SQL on Postgres on the Python Standard Environment?

Documentation seems to not turn up anything, but I also can't see any docs that explicitly say Postgres is unavailable for Python Standard Environment...

PostgreSQL is currently only available to GAE Flexible environments and GAE Standard running on Java 8. Python on GAE Standard is not yet supported for PostgreSQL. See FAQ and supported languages here.
