I was able to access the QuantumJS URL directly by clicking on your link. I was also able to access the Link when I go through the Index page first. 

Reviewing the details of the Stackoverflow Link, it seems this issue has been answered. Static Files are better managed from Handlers in the App.Yaml files in App Engine Standard. I recommend that you review the details of the Handlers to understand how you can go ahead to implement such URL redirects in your App.yaml.
