Are you using the App Engine service and if so are you hosting using a custom domain? If so you can follow these steps to install SSL for custom domains(this is the App Engine Flex version of the document). 

The error "This site can’t be reached error" is very generic and it is unclear the cause so please specify if it worked at some point and if so what (if any) actions led to the error? Also please specify your use case and if certain versions of your website works while others do not (for example the wesbite works without securing with SSL). 

Additionally posting a screenshot of the error after removing all  sensitive or personal information such as cookies, passwords, email addresses and credit card information will give context on where the error is being seen.
