Issue Description : I'm running php application Google App Engine and we would like to upload all files on Google cloud storage. Here is the API class "CloudStorageTools" when i try to create instance of this class, it shows class not error.

Do you have any code snippet that you can shared? Have you read https://cloud.google.com/appengine/docs/php/googlestorage/user_upload?
