Google appengine free quota per application?

I would be developing couple of tiny web app and android app and would like to select an PAAS platform.
I was reading about google appengine the part that I am not clear is does the free quota offered by appengine is it per application or for the entire account, reading the doc https://cloud.google.com/appengine/quotas
it seems is per application, can someone please clarify?

I would like to clarify this for you. Free quotas are per billing account and not per application.

hi david! i know you're an official representative, but i don't think this is right. i have (and have always had) multiple apps serving under a single billing account, and each one gets the standard app engine free quota, eg 28 frontend instance hours, etc.

...unless my account is grandfathered into some od plan that no longer applies to new accounts? that seems unlikely.

Yes, the free quotas is per Application and not by billing account as mentioned here[1]

For the always free program within the free tier, most quotas are per billing account. However, for App Engine specifically, I can confirm as Ryan mentioned, it is per application and not per billing account.
