Hello I am receiving the below error while a new instance is starting;

Does it related to a configuration issue or does it related about some internals with app engine?

This could indeed represent an issue on the platform. Feel free to file a public issue tracker Defect Report in which you outline as many technical details about your system, about the error, as possible. This forum, Google Groups, is meant more for general discussion of the platform, and the public issue tracker is where you should report technical issues.
