App Engine std java 8 still can't access some Google Cloud SQL gen1 instances

The Good Cloud Status dashboard says all problems are resolved, but we are in us central 1c and still having issues with App Engine accessing some of our Google Cloud SQL gen 1 instances. We can access the directly, but not via app engine. Also, some are accessible and some are not.
