cannot connect to vm instance

Hello folks. 

I created a vm with a gpu, but I cannot ssh/open in browser. Then I enabled serial console and I get this:

I created two identical instances and got the same result. also ping doesn't work for the ip. 

Not sure if instance started fine. Can someone help to look into the issue?

You can follow the documentation on ssh troubleshooting to solve the ssh issue. I also found this doc[2] on general troubleshooting of Google Compute Engine.
