Is Image Search powered by Google free to use for an iPhone app I'm developing?

You'll find the terms of service here: https://developers.google.com/image-search/terms 

(You might want to pay particular attention to section 1.4).

Note: that API has been deprecated (note the announcement here) and will be turned off at some point in the future.

Custom search now supports image search.
