There have been no announcements regarding the deprecation of the Feeds API. On the contrary, Adam Feldman, PM for the API has stated that the retirement of Reader will have no impact on the API. When and if the API is deprecated, you can expect an explicit announcement, and then there will be a deprecation period, which will probably conform to the TOS.
