Why I can see this message " you cannot use AdMob at this time" ?

Dear sir,

When i tried to sign in i can see this message " you cannot use AdMob at this time"

Admob Sent a message on my mail. 

" Thank you for your interest in AdMob. After reviewing your application, our specialists have found that it does not meet our program criteria. Therefore, we are unable to accept you into our program."

I don't know what's the problem. Pls I am new here. I have uploaded only 2 apps.

I'm afraid our team can only cater to technical concerns related to implementation of the Mobile Ads SDK. For any concerns related to your account you may refer to Account issues FAQ or raise your concern in AdMob Help Forum.
