Too many ads

Thank you for contacting Google Mobile Ads SDK support team.
The "Site Behaviour: Navigation Must fix" policy error is related to your implementation which might have to do something with the navigation of the app in general. We would recommend you need to fix your policy issue(s) and make sure your app meets AdMob & AdSense Program Policies to start showing regular ads again. Policy issues may result in ad serving restrictions, disabled ad serving, account suspensions or termination.

To restore ads showing in your app:
If your app has no issues and you think it is already following our policies, go to the Start review process to let us know.
To help resolve the issue you've been experiencing with your account, I'm adding AdMob Product Support Team with expertise in AdMob account side issues. You'll receive an email shortly with all the teams involved.
