[generics] Constraint type inference not working

When I try the example from the "Constraint type inference" section of the Draft Design: https://go.googlesource.com/proposal/+/refs/heads/master/design/go2draft-type-parameters.md#constraint-type-inference it does not seem to actually work:

What am I missing?
