Once again I thank dr Figueiredo for exposing my work  and I cordially invite those who are interested in this discussion to read the article he quotes, which is available in Open Access here  https://journals.openedition.org/etnografica/2848. 

Even though this was a very preliminary and incipient article on the topic (and juvenile, surpassed by others that are far more mature), it maps some of the different possible chronologies regarding medical teaching in Goa -- including those that pre-date the formal establishment of the Medical School. Some of the "accusations" over my interpretations can be dismissed on this very basis -- what chronology is one using? THe one that considers any teaching as "medical school" or the one that follows its official beginning?

That article also roughly outlines some of the prevailing and contradictory perceptions regarding the medical school -- from wonderful to not-so-good. None is absolute, they depend on circumstance, time, and (political, social, cultural and even genealogical) positionality of the narrator.  Dr Figueiredo is faithful to one of those interpretations, and I compliment him for that. The sources he uses confirm his view. Using the scholarly protocol, i cordially invite him to expand his sources - for example, Dr Socrates da Costa "Mais um Brado", to remain with printed sources, or, for a more ambitious endeavour, to read the manuscript reports of head physicians that supervised the Medical School of Goa all through the 19th century, plus the Health reports for MOzambique and other locations where graduates of the Medical School were placed. THe picture that emerges is complex and contradictory, as is the world.

Jorge Renato Fernandes, son of Dr. Renato Fernandes, a well known surgeon who was a professor in Escola Médica de Goa, wrote a very good article, which I copied in this message.

My cousin Jorge was the first President of Indo Portuguese Friendship Society and he wrote a book about Escola Medico, which unfortunately was not published, as he expired. 

 

 

         Em 1842, a educação médica em Goa foi radicalmente revolucionada com a criação da “Escola Médico-Cirúrgica de Nova Goa”.

 

        Foi planeada pelo Físico-mor Matheus Cesário Rodrigues Moacho

formado pela Escola Médica de Lisboa e Doutor em Medicina pela

Universidade de Louvaina - Belgica.

 

         Esta Escola foi criada por Portaria do Governador Conde das Antas,

de 5 de Novembro de 1842.

(Valença,1793-Lisboa,1852)

 

          Fizemos um apanhado da história da educação médica na Índia

Portuguesa desde a sua origem.

 

          Passaram 1.327 médicos e 469 farmacêuticos pela Escola Médico-Cirúrgica de Goa desde a sua fundação em 1842 até 1963, ano da sua extinção ofical.

 

          É curioso que só em 1899 se formou o prineiro hindu, o Dr. Sacarama Borcar e em 1908 o primeiro farmacêutico da mesma comunidade. A primeira médica, Drª. Joana Joaquina Lucinda Pinto, formou-se no ano 1919 e a primeira farmacêutica, Maria Luisa de Cardoso e Alves, em 1924.

 

        De acordo com Menezes Braganca, uma das características mais salientes da história da Escola Médico-Cirúrgica de Goa e como tal se deve mencionar em particular, é a devoção e zelo dos Directores e do corpo Docente. É quase indescritível o sacrificio que fizeram para desenvolver e melhorar o ensino da dita Escola. Porém, as diferntes e succesivas propostas de reforma para aperfeiçoar o ensino e eficiência da Instituição foram ignoradas, com indiferenca, por muito tempo, pelo Governo Metropolitano.

 

       Há que destacar o espírito patriótico e a acção dos Directores e Vogais do Conselho Escolar que sempre apoiaram qualquer moção oficial do Director, aceitando generosamente a sobrecarga de trabalho sem nenhuma remuneração extraordinaria.

 

       Os Governadores deste Estado também apoiaram as determinações, aprovando as potencialidades administrativas das reformas: não só assumiram responsabilidades como suportaram esta Instituição em momentos criticos. Sem este esforço a Escola ter-se-ia extinguido.

 

      Não será fora de propósito acentuar que o ensino médico em Goa teve início no século XVII. Desde as últimas décadas do século XVI Goa era o cemitério doa portugueses, na expressao do Vice –Rei Conde de Alvor. A insalubridade da Velha Cidade era manifesta, dada a densidade da população a que se juntavam a falta de higiene e de assistência médica. Só num século, uma população de 400.000 habitantes reduziu-se a 40.000, dizimada por epidemias mortíferas.

                                                                    

 

      Desde o Vice-Rei D. Garcia de Noronha, que morreu em 1540 de doença de câmaras – disintería de hoje - até o conde de S. Vicente que morreu em 1668 de tifóide, dez Vice-Reis ou Governadores pagaram o tributo da morte. Em 1690 morreu o Governador D. Rodrigo da Costa e, um ano depois, o Governador D. Miguel de Almeida.

 

     De 1602 e 1632, ou seja, num espaço de trinta anos morreram no Hospital Real de Goa cerca de mil soldados!

 

      Este terrível ambiente levou o Vice-Rei D. Cristóvão de Sousa Coutinho a dirigir à Metrópole um pedido de «dois ou três Mestres para ensinar medicina a muitos naturais, que são mui agudos e com facilidade a aprenderiam».

 

       No século XVI, os jesuitas portugueses fundaram no Japão a Aula de Medicina com a rudimentar Escola de Cirurgia, formando discípulos japoneses de maneira que Portugal foi não somente o pioneiro da introdução da medicina europeia, mas também do seu ensino no Oriente, realizando assim um dos maiores empreendimentos históricos, como percursor da ideologia humanitária de confraternização e cristainização.

 

 

        A Escola Médico-Cirúrgica de Goa é, pois, o primeiro e o mais antigo estabelecimento de ensino médico nas possessões europeias da Ásia e da África – «mãe carinhosa», que na expressão do saudoso Dr. Wolfango da Silva, «embalou nos seus braços amorosos tantos filhos que, na sua Pátria e nas duas Áfricas, deram o melhor do seu esforço para amparar a vida de tantos pioneiros da civilização».

 

 

         Foi tão brilhante a influência da Escola de Goa, tão releventes os serviços por ela prestados, que o Decreto de 2 de Dezembro de 1868 garantiu aos seus diplomados a percentagem de 2/3 de lugares de facultativos de 2ª classe de todo o Ultramar Português. Assim, em 1881, do total de 67 facultativos em serviço no Ultramar, 43 eram habilitados pela Escola Médica de Goa.

 

 

         Em 1945, o Decreto nº 34.417 criou o Quadro Complementar de Medicina Geral, no qual podiam ingressar, por contrato, os médicos formados pela Escola Médica de Goa, ressalvando-se assim os direitos destes, reconhecidos pelo Decreto de 11 de Janeiro de 1847.

 

 

         Por fim, o decreto nº 35.610, de 24 de Abril de 1946, reoganizou a Escola em moldes novos, intregrou-a na orientação que regia o ensino médico na Metrópole e separou-a dos Serviços de Saúde. Este Decreto deu-lhe vida nova. Tornou o seu ensino mais prático, a assistência hospitalar mais eficiente e organizou os Serviços Médico-Cirúrgico e Obstétrico.

                                                                                            

 

     Deve-se essa remodelação ao espirito eminentemente criador do então Ministro do Ultramar, Prof. Doutor Marcelo Caetano, que compenetrando-se dos benefícios que adviriam duma reforma ampla e criteriosa, procurou fornecer-lhe um ambiente propício onde a Escola Médica de Goa pudesse realizar uma obra de envergadura nacional no campo cultural e humanitário.

 

 

      Bem compreendeu o Governo da Metrópole a necessidade e o interesse de dar à Escola Médico-Cirúrgica de Goa a atenção merecida pois apesar das deficiências de meios materias e de toda a ordem – como refere o preâmbulo do Decreto – são todavia inegáveis os serviços prestados pela Escola de Goa, mormente durante o período da ocupação pacífica das colónias de Africa.

 

    

       A partir desse Decreto, a Escola Médico-Cirúrgica de Goa mereceu os maiores desvelos por parte do Governo Central e dos Governos locais, tendo sido atribuida, em 1947 a verba de cerca de 475 contos com o objectivo de adquirir material para o Hospital Escolar e seus diversos laboratórios e a quantia de 1440 contos para fins didácticos, aplicada no Insituto de Análises, mas também em dietas e medimantos, proporcionando à assistência hospitalar maior amplitude e eficiência. Em 1955 o Governo da Metrópole dotou a Escola de material laboratorial no valor de quase 250 contos.

 

 

       E a culminar o particular interesse que vinha merecendo a Escola de Goa, esboçavam-se perspectivas de construção de um edifício em linhas modernas e com condições que habilitassem o seu estabelecimento a fim de desempenhar cientificamente a sua missão e manter gloriosamente as tradições seculares, alimentadas pelo saber vivificante daqueles que carregariam as pedras que fariam dele um monumento perene.

 

 

       No curso de mais de um século de existencia sairam da Escola Médica de Goa professores, cirurgiões militares, médicos hospitalares e das instituições de beneficência, delegados de saúde e clínicos. Muitos destes ganharam renome e fama quase lendária. Dos professores da Escola houve alguns nomes que galgaram fronteiras pelos seus brilhantes trabalhos no domino da investigação.

 

 

        Os médicos formados pela Escola de Goa contribuiram, sobretudo no Ultramar, de um modo notável para a sanidade destas províncias, tanto no combate às epidemias como nas companhas coloniais, como no auxílio às populações indígenas. A Metrópole reconheceu, no entanto, os servicos destas almas dedicadas, por isso prestou as devidas honras aos pioneiros da colonização cientifica em terras portuguesas da África e de Ásia.

Loved your story Edgar, brief though it was. 

It had all the ingredients that make up a good tale. It takes you to the days when the true spirit of the land and the people prevailed. Humour whether intended or unintended, was deftly woven. 

No matter whether a fictional or a story based on facts is written about Portuguese Goa, it perks me up, specially if it is well and simply written, like yours. 

It is normal that our stories mostly involve the higher classes but I have no doubt that one written from the eyes of a mundcar, a toddytapper or a ramponcar (coastal fisherman) would be as fascinating. 

Never having lived in Goa for more than 3 months tops, I appreciate such stories more than someone born and bred in Goa would.

This was the first of the notes on the Escola Medica by Prof Figueiredo that I read. Not being from the medical field and not being connected to the Escola in any way, I presumed it to be ‘dry’ a phrase he himself used in a diffident manner. 

So I took it on myself to actually read this one.

I enjoyed it immensely. Not only was it interesting to me but his style of writing is anything but dry. Full of nuance, information, basing all of it on written evidence following it up with logic, not conjecture, it was smoothly flowing prose, not without occasional humour even if he didn’t intend it. 

Here is an example:

“The ultimate arbiter of our disagreement is the evidence given by data. Only one of us can be correct and Dr. Bastos is on the wrong side of the evidence.”

Now I am going to go back and read all the other notes he has written on the Escola.
