See the attached Bill (as introduced):

It seeks to "safeguard old manuscripts and historical records related to Goa. The legislation also prohibits taking ancient and historical records out of the state."

8. Destruction or disposal of historical records.---(1) No historical record
shall be destroyed or otherwise disposed of except in such manner and
subject to such conditions as may be prescribed.
(2) No ancient and historical record created before the year 1961 shall be
destroyed except where in the opinion of the Director, it is so defaced or is in
such condition that it cannot be put to any archival use.

Frederick,

I would save every piece of damaged document in special containers.
Today we have technology that can fill the blanks (Dead Sea Scrolls as an example).  

I also saw the Director of GU library handling old maps with bare hands without wearing gloves!!! ( In your video)

If the librarians do not know how
to handle rare documents, how do you expect students/ researchers do the same ?

The same is true at the Archives and at Central Library.

Point 17. on the difficulty is also and interesting one.
Since this is old, colonial style English wording, would anyone know what does the 'difficulty' means on this context here?
For me, I am interested if it refers to 'difficulty in requesting/retrieving' a particular document. Or, does it mean some other kind of difficulty?
It has been always an issue in the past, so I wonder if it is addressing that (difficulty)?
