That was an article written by Dr. Mariano Saldanha, a physician and graduate of Escola Medica. He was Professor of Konkani and Sanskrit at the Instituto Superior de Estudos Ultramarinos in Lisbon. After living in Lisbon for many years, he returned to Goa and spent his last days in Goa. My understanding is that now that Chair is gone and they teach Hindi instead.
