India’s Education Crisis: Fake Data, Degrees, Claims

Even as Goa decides to have so many universities.....

New universities and higher-education institutions being planned or set up in Goa (beyond the existing Goa University, Indian Institute of Technology Goa, and National Institute of Technology Goa):

  1. Parul University Goa – a new private university campus established in state.

  2. WPU Goa – a proposed fully residential transdisciplinary university (awaiting government clearance).

  3. Cluster universities – plans for university clusters in North and South Goa under NEP, transforming affiliated colleges into autonomous multidisciplinary universities.

  4. Several other private university proposals have received in-principle government approval (land/permissions pending) such as expansions by institutions like Skill Development University groups, Sunaparanta University, and others noted in government replies on private universities (proposals from Parul, Skill Development University of Jaipur, Entrepreneurship Global Foundation, MIT Group/World Peace University), though final establishment is pending.

Official plans are evolving with policy changes under the National Education Policy 2020 and the Goa Public Universities Bill, so the exact list and timelines may expand as approvals progress.

Fred, Goa is becoming the central market for education and all sorts of 'developments' one notices from FB entries. The language these women and men speak is pure Konkanni of Goan original, occupational, folk except that they require to include English words for political ease. Do you see this in comparison with the 'elite' Parashuram Shrxtti language of Sarasvati putra? I have been watching to hear these and reading Goan elsewhere in Konkani in the last six months systematically daily in order to understand the language communication game.

This means that genuine institutions like Goa University will have its  certifications suspect because you can be guaranteed that among the new ones there will definitely be fake degrees, unauthorised demands for money, poor standards and the like which is bound to tarnish the reputations of the ones with some minimum standards.

When I came to London to do my Masters, I had my BEng degree from Goa University with me as a pre-requisite qualification. We were the 1991 class, the second batch after the University was formed.
The first question I was asked was 'Does Goa University actually exist'? A few inquiries later, they had confirmed that it actually existed!
We had fought, years earlier, against the private college scheme being planned in Goa and got lathi charged myself on this, but then we had won.
All these universities, if they can be called so, will only dilute the standard of the Goa University and the reputation it now has worldwide, as private universities are mostly for those who can't get degrees by merit, so they use money instead as leverage to get the qualification job done.
But then, the end product is not the same...

What seems to be the reason or reasons for this sudden realization? Seems like these educational institutions want to cash on the traffic of students that will come to Goa. But will the degree/credits matter if they are not recognized by Goa University? It's unlikely to affect Goa University, but private education institutions will create some effect. Too many degree-holders will create a glut. The students may want to move out and try their luck in getting jobs in other states. However, will other states recognize their degree/credits?
It's a shot in the dark.

The recent developments do affect Goa University in a significant way, though the impact will be felt only after a certain period of time. An immediate area of concern is the catchment area, as all these institutions will primarily compete for the same set of students and impact enrolment levels in existing institutions. A Private university, which has started its under-construction campus six month back, has enrolled around 600 students, 80 percent of them from Goa and already is claiming itself as the 'Top University in Goa'. I am sure the management will be under immense pressure to perform, which will get passed on to the teachers and then to the students and huge effort will be maintained to put up visibility and accomplishment.
The potential of two more state cluster Universities within Goa is a topic for separate discussion, as a model that is suited for large states and big universities is being implemented in toto for a small state. I do hope the government reads the suggestions that have been submitted to the House committee to study the Cluster University bill in greater detail.
