Dear members,

Can anyone comment or lead me to literature which might elaborate on the Portuguese use of vogel/advisors as part of their consular courts or administration in matters of judicial arbitration. There were a number of Goan vogais appointed, hence my query.

All best wishes,
Selma

Selma, it should be 'vogal'. not 'vogel'. Please check!
Regards,
Victor

The word vogal seems to be correct: vogal, vogais. In Konkani this seems to have been taken up in voki:l, singular and plural, and vokala:t, the act of performing the function in a court of law with the same Portuguese meaning and court function.

Dears I am not a Portuguese speaker. Invariably I err with my Portuguese spelling. Apart from the spelling does anyone have anything to contribute.

Dears, I am not interested in the meaning of this word, only its history, if at all vogais were appointed in Goa. They were in Zanzibar, hence the query.

All best,
Selma

Dear Members,

Can anyone comment on the following or refer me to any article for further information? I have heard that some of our beaches in Goa are occupied by Israelis and Russians and locals are NOT permitted to enter their enclaves on these beaches. Is this a fact? If so how and why does the government permit or allow such practices? And how has the war in Gaza and Ukraine effected the Israeli and Russian tourism in Goa?

I am writing an article on the subject and would like some concrete information on the subject. Many thanks.

Ideally, we need to know whom or what we're looking for....

Dear Selma. First you would need to delimitate the period and which kind of court or arbitration its being referred. As you may know, generally speaking a vogal is a member of any administration, court,  juris, etc. other than tge president. It is the person who has a voice regarding the issues under the power that assembly. In a court with more than one judge normally there is the president and the vogals. After delimitating the time and the especific type of court, I believe you would need to consult legislation. A vogal may be ellected, nominated, etc depending on legislation. Best wishes, Sandra

Thank you, Sandra. The period is the late 19th century.  It's a system whereby Goans became part of the consular judicial system. If this system existed in Africa, I was thinking perhaps it existed in Goa too, but it may not have as Goa would have had the full breath of colonial institutions in place by then.

Warm wishes,
Selma

I think it would be dramatic if a few Palestinian Arabs and Jews from Ukraine came to Goa to hold Peace Talks. A couple of high ranking  Chinese could ACT as adjudicators.
If this is unacceptable I could ask my Uncle from PLANET MARS To help out. He has a great deal of knowledge about the caste system occupational discrimination eg tailors.  those fellas who climb trees so that Goan imbibers can
boat about the specialty drink called FENI others call it Walker not to infringe on JOHNNY WALKER.
