Release Announcement - 23.1.0

Hello everyone,

A new release of GoCD (23.1.0) is out.

This release improves dashboard personalization, agent startup and "time until work starts" speeds & introduces arm64/aarch64 support via container multi-arch container images - among other maintenance work. As always, please remember to take a backup before upgrading.
