Somewhat. There is a plugin which can make GoCD run in an active-passive setup: https://extensions-docs.gocd.org/business-continuity/current/ -- there's nothing which will make it work in an active-active load balancing way.

The plugin was commercial and will be open-sourced in around Q2 of this year (see https://groups.google.com/forum/#!topic/go-cd/EXwfvZZeLrM for more information).

Has the plugin been open sourced? Not seeing postgres or any plugin that looks related to high availability in https://www.gocd.org/plugins/
