Can a role contain another role as a member

I want to group users who have similar responsibilities at my company and then use that group to assign various go-cd roles. 

Can I create a role with those users and then add that role to the role that is used to give permissions to a pipeline group?

No, a role can't contain another role. You'll need to have multiple roles and assign them separately.
