I'll throw in a 3rd factor to consider, which is kinda tied to management.  The surrounding cast. 

I wonder if bringing up the newbies and surrounding them with 3 lines of 4th liners isn't a built-in hindrance. Seems to me, recently, the model of small, fast & offensive (not really 2-way) are the ones that don't stick and/or move on. 

As an aside, I'll be no one picked a VGK sweep in the pool!

He has the ability. He became Providence's leading total points getter in Providence's history. That must count for something.

When he gets called up, he becomes a bottom 6 player. Bottom 6 players are supposed to be checkers. He's not a very good checker. Playing with some stiffs, he puts up a row of zeroes on his scorecard.

This puts him on a bus to Providence again.
