GitLab push does not work after upgrade to 8.12.3

Hi,

When we create a new project in GitLab and try to push to an empty repository will encounter below error:
Inspite being owner of the repository.

[root@<host> hn]# git push origin master
Counting objects: 3, done.
Writing objects: 100% (3/3), 206 bytes | 0 bytes/s, done.
Total 3 (delta 0), reused 0 (delta 0)
remote: GitLab: You are not allowed to push code to protected branches on this project.
To git@<server name>:<user>/hn.git
 ! [remote rejected] master -> master (pre-receive hook declined)
error: failed to push some refs to 'git@<server_name>:<user>/hn.git'
[root@<host> hn]#

And when i try to click on "Protected branches" option nothing is displayed in portal.
Please help to reslove this.
