Looking for possible environmental policy case studies

Hi folks:

I'm looking for a couple new case studies to use in my environmental policy seminar. In each case study week I present a variety of info -- scholarly and/or news articles making different and often contradictory arguments, plus primary documents -- relating to a current environmental policy case. 

Here's what I'm looking for in possible cases:

1) ongoing (not yet decided/finalized)

2) not clear what the best choice is (e.g. a radical vs. gradual solution, or one that best protects wildlife vs. best protects human health, etc.) -- complex enough that you could make different cases about what to do

3) has something interesting to say about policy (like a case where there are plenty of veto points but no actor with the ability to give the go-ahead, or a case where it's easy to get around the rules as they're likely to be written, or tradeoffs between goals)

4) not international/global (I already have two international cases). Could be very local or national (in any country/location) or an issue where multiple countries might be considering what to do.

If you have any ideas about policy decisions/considerations/issues that might work well, can you send 'em my way? I can gather the materials; just need ideas of the topic. I can report back to the group on the nominated cases.
