Any resources on the negotiations for the Nairobi Regional Seas Convention?

Hi Folks,

I've got a student studying the Nairobi Convention (regional seas, not shipwrecks) and she's finding lots of info on implementation but almost nothing on the actual negotiations. I've searched as well without much luck. Does anyone have any leads? We've found the COP meeting minutes in their "decisions" documents and a few papers from the peer reviewed literature, but that's it. Any help would be much appreciated.
