Last week, I argued in the Washington Post’s MonkeyCage blog that climate politics are entering a third phase. The piece might be useful for teaching because (a) it’s short and (b) it’s a 30,000-foot take on the phases of climate politics.
The first phase was formal treaties in the 90s; the second was voluntary action at sub-national level. Finance and trade are key to the third phase (e.g., EU’s carbon border adjustment; ECB and Fed moves to incorporate climate risk into finance; etc.).
