Looking for reviewers of climate lab business plan (read 60pgs for $300, talk on zoom 30min)

I am currently developing a business plan for a new climate/energy/SRM R&D laboratory, and am looking to hire people to review and suggest improvements. This involves spending about 90 minutes reading the 60-page document, followed by a 30-minute Zoom discussion. In other words, I pay people $300 for 2 to 3 hours of their time. Do you know anyone who might be interested in this? This plan is open-source and can therefore be used in any way for free.

Dear Director Glenn Weinreb,

I have conceptualised some thirty ways, many of which would seem to be capable of improving ACCSRC's business plan in its three areas of interest, and a couple of ways that are now being investigated by international research groups. My only concern is that some of the researchers are averse to using backyard engineering or coarse Earth Systems Modelling methods to test the feasibility and likely effects of the concepts before committing serious resources to them (or discarding them). Nor have they been willing to use a blue team/red team approach to scrutinise and improve the processes and to detect obstacles to avoid down the line. Should AspenCore suffer none of these blinkers, then we should talk. Should you have sufficient interest, then I would be happy to provide you with summaries of most of my conceptual methods, as well as supporting documentation.
