Big questions from small person

A 14yo boy found one of my papers and sent me the questions below. I'm embarrassed to say that I don't know the answers.

What should I say to him? 

For context, he was referring to this paper of mine is https://journals.sagepub.com/doi/abs/10.1177/1461452916659830

"- How could an international governance framework combat moral hazard? Would constituent countries have to reform individually, or could the framework itself intervene?
- In the context of geoengineering, are those who suffer from moral hazard often part of larger groups, such as fossil fuel companies or climate change denial organizations? If so, could such groups be more readily be targeted by actors advocating for controlled, realistic geoengineering research?
- How should governance frameworks combat morale hazard? Should they emphasize the risks of geoengineering, or simply provide a general framing of the subject (i.e., geoengineering is a "Plan B" if mitigation fails)?"
