The Institute for Carbon Removal Law & Policy at American University is excited to announce the convening of the Third Annual Carbon Dioxide Removal Law & Policy conference on November 9, 2023, from 9:00 am - 4:40 pm ET. This year’s conference theme, Carbon Removal Deployment: Law and Policy from Planning to Project, seeks to capture the stage where we find ourselves in the context of the roles of law and policy in the field.

Please note this event will now be held 100% virtually. This decision was based on attendee feedback and is intended to increase accessibility, allow for more flexibility, reduce costs, and allow for more interactive features.

Carbon dioxide removal developments have been unfolding at a lightning pace in the past few years, with the field rapidly emerging from the largely notional to a stage where it’s poised to begin making a substantive contribution to battling climate change.

Are you interested in learning more about CDR certifications, and ways in which CCS regulation has implications for CDR and emerging regulations? This year's conference will be covering all of that and more.

9:05 AM – 10:15 AM: The Role of Certification in Ensuring CDR Integrity, Part 1
Speakers:

This session will include a discussion on the role of non-governmental certification programs in CDR.

10:20 AM – 11:50 PM: The Role of Certification in Ensuring CDR Integrity, Part 2
Speakers:

This panel will explore the role of additionality in VCM market standards, how to structure MRV systems, and the need to incorporate social implications in CDR certification.

12:00 PM – 12:30 PM: KEYNOTE SPEAKER- Dr. Joe Romm, Senior Research Fellow at the University of Pennsylvania's Center for Science, Sustainability and the Media

1:00 PM – 2:15 PM: The CCS Regulatory Environment and its Implications for CDR
Speakers:

This panel will explore various topics including the national legal considerations for sequestration measures, information on CDR that can be gleaned from data, CCS under the Paris Agreement, a survey of current NDCs, and long-term low-emission development strategies and international coordination to spur deployment of DAC and CCUS.

This panel delves into the role of international treaty regimes in regulating CDR research and deployment, legal reforms to advance ocean CDR research in U.S. waters, navigating the regulatory landscape for early-stage carbon removal companies, and a systematic framework for assessing CDR policies.

3:55 PM – 4:40 PM: ROUNDTABLE DISCUSSION: Is There a Role for Domestic Mandates to Drive CDR?
