I'm looking to see how much data transfer was used in my account. Under Billing > Reports I can view total $ cost charges for data between regions, but I'm looking for a GB/month total usage for my account. Where do I go to view that?

I would also like to view network egress usage per GCE instance, but I'm guessing that's not possible, based on the some other discussions I've read.

I know I can set up network usage in StackDriver, but it seems that because it is a billable event, it should also be available in the Billing area of the GCE console.

Traffic through external IP addresses will be charged as per GCP documentation[1,2,3]. In addition to that, for load balancer and forwarding rules charges are applied as per this document [4]. To understand how these charges calculated, you could use this Pricing calculator [5]

Viewing network egress usage per GCE instance is not possible. However, you can use third-party Cloud monitoring tools like Solarwinds to monitor usage per GCE instance.

If the stackdriver telemetry tools are installed, can't that info be harvested directly from the instances?  Depending on your OS, there are some pretty good OS based telemetry tools that may get you 90% of the way there.

No it cannot be harvested directly from the Instance. Because Stackdriver Monitoring has a metric for 'instance/network/sent_bytes_count' and 'instance/network/sent_packets_count' however, this metric will not be appropriate as it doesn't distinguishes if the packets remain within the same zone/region or some Google products for which some are free[1][2]

Whereas, VPC logs will provide more details on the network flows sent from and received by VM instances, but you will need to export those logs to other products such as BQ( Big Query) to calculate the usage based on destinations of the packages.
