e.g if it costs 7 dollars a hour and 6,000 dollars a month for a vm, and i use the vm for 1 hour in a month and turn it off when i am not using it, am i billed 7 dollars or 6,000 dollars?

You are billed for processor/memory time while the VM is running, you are billed for IP's even when not used, and you are billed for storage GB/Mo.

So in reality you'd be charged closer to the $7

BUT if you are running a VM for an hour a month, look into using preemptible instances, it'll save you a TON of money, I use them for my batches, they will always power off within 24 hours of being turned on, but you save about 80% off the cost of regular instances.

i did what you said and it has got cheaper, if i where to run it for only a hour in the month how much would it cost with the items listed below

Hi,

This calculation is only an estimate and using a 30 day month. The estimated result is the following:

96 vCPUs + 360 GB memory= $1.04/h
50 GB SSD persistent disk= $9.35/m
Windows Server 2019 Datacenter usage fee*= 3.89/h
Total= $14.28

The calculation for the "96 vCPUs + 360 GB memory" and the "Windows Server 2019 Datacenter usage fee*" is the same. I took the price per month and divided that by 30 (using a 30 day month period as mentioned earlier), then dividing that by 24 as there are 24 hours in a day. 

I kept the monthly price the same for th SSD persistent disk off of the assumption that you are stopping the instance and only running it for an hour a day. As mentioned earlier, even though a VM instance is stopped, you will still be charged for the disk space allocated to the VM instance. 

As mentioned earlier, this is only an estimation based on the price and times given.
