Character table

Hi, me again. Is there any reason that gcd_character and its join tables aren't included in the mysql dump? That data is in the tsv dump, but it'd be a great help if it were available in sql. Thanks again!

The definition and usage of the character table is still in some flux.
There is one somewhat major change to be done, before that we don't want
to make them public due to being unstable.
