preparation of new fricas website

I have done a first revision of the website for fricas and created a
pull request for it.

A rendered version is on my github fork.

This is quite some rewrite, so please go through every page.

It still needs minor changes before the release, but I think as a first
step, this PR should go into the official repo and then we can finetune it.


I have tried to provide some notebooks (jfricas).
See https://hemmecke.github.io/fricas/examples.html first link, or
go directly to https://fricas.github.io/fricas-notebooks/index.html.
In the future I would like to move some stuff from the fricas-wiki into
a notebook format (actualy that is an ordinary .input file) so that it
becomes more accessible for potential users. I am not quite sure about
the copyright of the material at the fricas-wiki.
There are quite a number of good pages from "test1" and I would like to
name the author accordingly.

I have not yet done so, but there is a chance that these .input files
can (in connection with spadunit, https://github.com/hemmecke/spadunit)
at the same time be test files.

Where will the new release tarball be found?
docker image (Kurt?)
Nightly builds (Qian can you provide some description?)
windows download (Will we have that separate?)
mac download (Will we have that separate?)

Installation guide (install.rst)
list and describe (installation of) various frontends
standard terminal interface
efricas (fricas in emacs with TeX output rendering)
axiom-environment (emacs support for fricas)
jfricas (jupyter frontend)
texmacs

features.rst
list more outstanding features of fricas that distinguish
from other CAS

help.rst and faq.rst
I have removed some old unimportant stuff
might need some more revision
distiction into "General Questions and "Old Axiom FAQ" is
questionalble

The links in your PR were outdated. You should point it to
https://github.com/fricas/fricas/actions

The nightly binaries will expire, so I wonder if you will
download the CI binaries of the next release tag commit,
and upload it elsewhere (maybe github release page?).
