I don't understand the article "$95 fines" (thanks for the reprint, Nigel). How did they get away with $95?
I also don't understand how police would have standing to do anything about the rules of Centenial Park Trust, they aren't likely to be sworn in as by-laws officers. Police in Victoria for example can't touch me for riding my bike where the local council has banned it in their "gardens" for example.
I have no doubt Sue will give us a very detailed account that will enlighten on all these points.
We have a similar situation in Victoria. You can't be fined for riding your bike unless you are on a "road related area", and most parks are not (roads within parks excepted).
