Cannot install flutter onto Ubuntu linux

I tried installing it but

 cd ~/development : terminal said it could't find this part
$ tar xf ~/Downloads/flutter_linux_v1.12.13+hotfix.7-stable.tar.xz :tried as well but it told me acces denied

Can anyone help?

First, make sure to install the below:

sudo apt install xz-utils -y

And then execute the command sudo tar zxvf ~/Downloads/flutter_linux_v1.12.13+hotfix.7-stable.tar.xz

or sudo xz -d ~/Downloads/flutter_linux_v1.12.13+hotfix.7-stable.tar.xz

it did not work 

i dowload the files but it says it doesnt exsist
