Given that Firebug 3 exists, is there any point submitting enhancement PR to
Firebug 2? Or is it just maintenance on 2 now?

Yes, Firebug 2 is in maintenance mode (mostly bug fixes and compatibility issues with new versions of Firefox)
Enhancements should go either to (built in) DevTools [1] (https://wiki.mozilla.org/DevTools/GetInvolved#Reporting_Bugs_and_Requesting_Features) or Firebug 3 (https://github.com/firebug/firebug.next/issues)
