Since the last update to Firebug 2.0.9 on Firefox 37.0.2 I am getting a '403 Forbidden' and 'Banned for excessive use' reports back from W3C on the very *first* attempt to validate a page. I can't ever imagine having made 200 or so frequent requests like the screen tells me I've made, so what's going on?

Sounds like your issue is unrelated to Firebug (as Firebug doesn't send requests by itself) but rather related to another add-on accessing the W3C validator. How do you access the validator?
