AutoOpen firebug only at tab, not at domain

if a have 2 tabs at same domain, and open firebug at first, it atomatically open at second.

Firebug 3 will integrate with the DevTools, which also means that it inherits their activation model, which is tab-based.
Though there is also a request for it for reusing the URL-based activation model of Firebug 2.
