I am setting a cookie on my page with the following code:

document.cookie = "foo=bar";

This cookie is not visible in the cookies panel, but I can see it when I type document.cookie in the console. I made sure the "Accept Cookies From Sites" option is enabled, as is "Default (Accept cookies)," and I'm not filtering the list at all.

I'm on Firefox 24.1.0 ESR and Firebug 1.12.6b1.

It's working fine for me using Firefox 24.0 + Firebug 1.12.8 on Win8.1. See the screenshot below.

Though note that your versions of Firefox and Firebug are outdated and unmaintained. The current ESR version of Firefox is 31.0 and of Firebug 2.0.2. So I suggest you to update your versions first and try it again. If it's still not working, try to install Firebug into a new profile and see if it's working there.
