Make debugging buttons static

As per now, they change their position slightly when the stack trace differs in size, enough to make the rerun button shift over to the place of the continue button every now and they. Thus, making the usage of those quite unstable when you are clicking your way through. How about just placing them completely statical? Now is just feels like a "bug", I cant see any significant value in having them change slightly.

That should be fixed together with issue 7004, which will be released with the next major version of Firebug.
