I agree this is something that needs being changed and I'd add that the issue is not just abiding by the rules but also building the reputation of the conference. As an author, receiving little feedback from conferences reviewers contributes to taking in lower consideration the technical quality of the event (of course, it not just a matter of quantity but also of quality, but then again I assume the composition of our program committees ensures the latter). With the decline in submission numbers, increasing reviewers per paper without overloading them should be less of a problem, and would reinforce Evo* as a reputable conference. I believe this is the way to go for us to survive as a reference event.
